Dreamwidth won't allow you to upload pictures (possibly you can if you have a paid account? I'm not sure about that) but you can upload pictures to flickr for free (you have to start an account but it doesn't cost anything) and then grab the html to stick in your dreamwidth post to have the picture display.
There are other services like picasa and I think tumblr but flickr is what I use, so that's the one I know about.
